Possibly... Though even with the pachyostosis of Sirenian bones you wouldn't expect a cross section to be totally uniform. What makes me more doubtful however is that these specimens just look too straight for dugong ribs. Particularly with the 'in-situ' photos, I'd have said these look more like burrow in-fill.  But then I've never been to the Caribbean, so really not familiar with the local rocks!
