This is an echinoid fossil. Someone who knows the geology will be able to tell you more. 
It is very weathered but this makes it a very attractive specimen. Great find.

Hello, it looks like your beach is mostly flint pebbles which have been washed out of the white chalk nearby and then 'roughed up' by wave action. This is indeed a very worn echinoid with encrustations of the  ? modern (although there are several fossil examples) of the marine worm Serpula. I an afraid I am unable to ID the sea urchin because of its state.
